The European Commission adopted a financial package to support energy efficiency and the environment, public administration and regional development in Ukraine.
This part of the Annual Action Programme (AAP) for 2011 is worth € 105 M and consists of three components. The largest component of € 70 M will further reform public administration, € 20 M are dedicated to supporting Ukraine’s Regional Development Policy.
The third component accounts for € 15 M and consists of EU support to Ukraine’s efforts to reduce energy consumption through a contribution to the Eastern Europe Energy Efficiency and Environment Partnership Fund (E5P, also known as “the Swedish Initiative”). This should result in a reduction of CO2 and other greenhouse gas emissions. Under the EU Covenant of Mayors initiative (part of the E5P plan) for instance, 16 large cities of Ukraine have now made the commitment to go beyond the target of 20 % CO2 reduction by 2020 through the implementation of Sustainable Energy Action Plans, supported by the EU.
