Project description

In 2004, the EBRD signed a 15-year EUR 10 million RUB equivalent loan facility. As the original project was based on cost estimates prepared in 2002, the project has suffered significant cost increases, which require additional financing. The rise in cost is explained by general cost and salary increases in the Russian Federation, particular in the construction sector and overall inflation. The EBRD Rouble loan for the equivalent of EUR 5 million will finance a portion of the increase in the total cost of the project covering for the installation of water metres, the upgrade and renovation of water works, as well as selected water and wastewater pumping stations and the construction of a water main.

Transition impact:

Transition impact comes from (i) tariff reform (cash collection rates, tariff policy, level adjustments, consumption-based tariffs) and (ii) the commercialization and institutional strengthening of the water utility.

The client:
|
Vodokanal Syktyvkar (Vodokanal) is a municipal enterprise fully owned by the City providing water and wastewater services to Syktyvkar. Vodokanal was established as an enterprise in 1999; previously the services were part of the municipal Housing Department.

EBRD finance:
|
Additional financing through a Senior loan to Syktyvkar Vodokanal, a municipal water services company, of up to 175 million Roubles (equivalent to EUR 5 million) under a financial guarantee of Syktyvkar City.

Environmental impact:
|
Screened C/1. This second loan to an approved EBRD project to cover cost increases will have no additional environmental impacts. The progress and the clients performance has been reviewed in the context of the monitoring of the existing project.
An Environmental Analysis of the project was carried out as a part of the Feasibility Study in 2003. The investigations showed that the project would have no significant adverse environmental impacts and that it will result in considerable environmental benefits and energy savings. Specifically, it will help the Vodokanal introduce enhanced water management system, to improve resource efficiency and drinking water supply. Minor temporary construction impacts that may arise during implementation of the project are likely to be localised, short term in nature and can be easily mitigated or prevented by applying good construction practice.
An Environmental Action Plan was also developed, including measures relating to: an environmental management system; mitigation of adverse environmental impacts and safety risks during construction and maintenance and operation of the facilities; contingency planning/emergency response; and preparation of further investments to achieve compliance with applicable Russian and EU environmental and health and safety standards. The environmental reporting to the EBRD by Vodokanal has shown satisfactory performance and progress in the implementation of the EAP.

- EUR 135,000 provided by NDEP to finance contract extension to Engineering design, Procurement and Contracts Supervision assignment for additional scope of work for
(i) preparation of technical specifications
(ii) inspection of disinfection system; and
(iii) design for upgrade of water treatment plants.
- EUR 403,000 provided by CIDA funding of the Corporate Development Plan.
- EUR 500 000 provided by Swedish Government, SIDA financed contracts for feasibility study.
