Project description and objectives:
|
The project will finance priority capital investments to improve the municipal water services in the South Tajik Cities of Dangara, Kulob and Kurgan-Tube as follows:
- Dangara: Development of well field water supply, water treatment plant, distribution system metering, and operation and maintenance equipment.
- Kulob: Well field spring protection and collector pipes, pumping station rehabilitation, internal plumbing rehabilitation, water meters and distribution system metering.
- Kurgan-Tube: Water network replacement, wastewater collection system rehabilitation, pumping stations, distribution system metering, water meters and operation and maintenance equipment.

Transition impact:

Transition Impact of the project would be:
- Access to basic public utilities;
- Increased collection rates;
- ntroduction of tariff reform within affordability limits including support to low income groups;
- Improving operational and financial management of the participating Water Supply companies.

The client:
|
State Unitary Enterprise Khojagii Manziliyu-Kommunali, which is the owner of the water companies in the South Tajik Cities, backed by a sovereign guarantee from Tajikistan.

EBRD finance:
|
A loan to Khojagii Manziliyu-Kommunali of USD 2 million under a sovereign guarantee. The proceeds of the loans would be on-lent to the respective water companies.
|
Total project cost:
|
USD 8.0 million including related technical cooperation. The project will be co-financed by an investment grant from an international donor.
|
Environmental impact:
|
Potential environmental impacts of the reconstruction of drinking water distribution networks are not considered significant and can be mitigated by applying internationally recognised good construction practices. An Environmental Analysis of the proposed investment programme and an Environmental Audit/Review of the existing facilities will be undertaken to assess current environmental, health and safety conditions. . An Environmental & Social Action Plan (ESAP) will be developed to guide the companies’ operations towards achieving good international practices, national and EU standards.

Technical cooperation:

Pre-signing:
Feasibility Study (USD 1,008,000): Preparation of a financial, technical, and environmental feasibility study for Dangara, Kulob and Kurgan-Tube, including audit and restatement of accounts, operational review and recommendations for improvements, preparation of business plans, a brief municipal credit update, an Environmental Action Plan and a social review. Funding provided from the Swedish Trust Fund for MEI-ETC operations.
Post Loan Signing:
Project Implementation Support (USD 1,200,000): International consultants to (i) assist the project implementation unit with engineering design and procurement, preparation and evaluation of tenders, contract award and administration, financial control, project management, and reporting; (ii) institutional development including services to reform water management operations, bring operational and financial improvements and corporatise the water supply operations; (iii) Social Assessment and Stakeholder Participation Study comprising a stakeholder and public information analysis, review of local experience and lessons learned and a survey of customer willingness and capacity to pay increased tariffs for improved water supply.
