Poland has put forward a new climate change aid plan for poorer countries to assist them in acquiring new cleaner technologies Gazeta Wyborcza daily writes.
Poland suggests the proportion of funds developed EU countries would commit for a once promised climate change fund should be the same as in case of development aid for new EU states. Old EU members states would earmark 0.7% of their GDP to this aim while the 12 new members – 0.33%. Greenpeace estimates that approximately EUR 110 billion is needed every year until 2020.
So far, the EU nations failed to build consensus over the amount paid by each country. At a meeting held in Brussels it was decided the decision has to be unanimous and would be taken in June.
The Polish government fears that Poland would be forced to pay a sum exceeding its possibilities, thus it is vitally interested in which country contributes how much Gazeta Wyborcza notes. Warsaw has voiced concern over a European Commission document, according to which the share of financial contributions would be established based on GDP and the number of granted carbon dioxide emission credits . Poland with its coal-based energy is a heavy polluter and would be asked to contribute too much, the Polish government believes. It was the first to put forward a proposal concerning the division of costs. It is to be discussed in Brussels on Wednesday.
