Project description
and objectives:

The Bank will participate in financing the Neva Discharge Closure Project, a key environmental project identified and supported by the Northern Dimension Environmental Partnership (NDEP) in the City of St. Petersburg. The proceeds of the loan will be used to build the Okhta Collector Tunnel and put an end to the last direct discharges of municipal and industrial waste water into the Neva River without any treatment. The Nordic Investment Bank and the European Investment Bank will provide parallel debt financings while capital grant will be allocated byNDEP and the City of St. Petersburg. Remaining financing will some from Vodokanal own funds.

Transition impact:
|
- The project addresses key environmental issues identified under the Northern Dimension initiative. The physical project implementation will help move closer to the objective of significantly reducing the pollution load on the Gulf of Finland;
- The Vodokanal of St. Petersburg will have to attract various engineering skills to complete such a significant project. The complexity of Neva Collector Tunnel Project will require the involvement of highly qualified contractors and sub-contractors, and Vodokanal will benefit from skills transfer during the construction, operation and maintenance. Project management and quality control skills are expected to be especially important.

Total project cost:

Completion of the first part of the Okhta Collector Tunnel is estimated at 242 million EUR including VAT.

Environmental impact:
|
Screened IEE. A member of EBRD Environment and Sustainability Department will undertake an Initial Environmental Examination (“IEE”) to determine the environmental category for the project.
The project will significantly contribute to reducing pollution of the Baltic Sea (Gulf of Finland) by improving sewerage collection and treatment. No sewage will be directly discharged into the Gulf of Finland once this project is completed and fully operational. Potential adverse impacts are likely to be limited to the land use change and construction works. The potential adverse impacts will need to be identified, assessed, mitigated and monitored according to international good management practices.
