Project description and objectives:
|
The proposed project will comprise the design and implementation of an Active Traffic Management System and Road Improvement Programme in the City of Ufa as part of the City’s overall Transport Development Strategy. System operation is envisaged to be carried out in line with best international practice. The investments will introduce changes to the current transport system in the City that will enable a higher level of overall travel capacity by increasing vehicle throughput per lane kilometre, a lowering of congestion levels during daily peak hours, a lowering of emissions levels, lower accidents rates, and increase travel speeds for both private and public transport modes.
The project will further contribute to the institutional strengthening of the City in respect of procurement and contract supervision. An international consultant will conduct a pre-feasibility study for the Ufa River tunnel/bridge and advise on a Public Private Partnership structuring.

Transition impact:

Transition impact is expected to be achieved through:
- outsourcing traffic and street management in the City centre to a specialist private traffic management company.
- introducing pricing for on-street-parking by means of long-term O&M contracting with a specialist parking operator.
- introducing of Performance-Based Management and Maintenance of Roads (PMMR) contracts with private companies.

The City of Ufa, subject to the confirmation by legal due diligence that lending to a municipality in Russia by EBRD is in compliance with the Budget Code, or alternatively the City’s municipal companies responsible for traffic management, supported by the City’s guarantee.

Environmental impact:
|
Screened B/1 requiring an environmental analysis of the proposed investment and an environmental, health and safety audit of the existing operations and management systems. The project is aimed at helping the City of Ufa develop a sustainable urban transport system. Main activities proposed within the Active Traffic Management System include the installation of a traffic management centre covering the deployment of a software package that will improve the traffic, and various electronic signage and other equipment along the main traffic corridor to be selected to ease congestion, improve road safety and monitor environmental pollution. These activities are mainly associated with environmental and health and safety benefits related to the reduction of air emissions and road accidents due to a better regulated traffic and constant on-lien monitoring of traffic and environmental conditions.
However, there might be some localised moderate impacts during the road improvement works related to increased noise, dust and vibration levels, generation and disposal of waste and temporary traffic restrictions. There might also be some visual impacts related to an installation of overhead gantries. As the project might also involve a major reconfiguration of several junctions (the character of such road reconfiguration will be identified by the technical due diligence), the due diligence should in particular identify the extent of the road reconfiguration, as some road construction activities (e.g. widening a road to more than 4 lanes) might be classified as A-level project requiring an environmental and social impacts assessment.
This section will be updated upon the completion of the environmental due diligence.

Technical cooperation:
|
- Technical and environmental due diligence.
- Design, Procurement, Implementation Support and Contract Supervision. This wide-ranging support will essentially act as a technical advisor to the city of Ufa throughout the design and implementation phases of the project. The assignment will define in detail the combination and application of the various ATM elements, including parking, which will assist the city in contracting and supervision of the elements to be financed. This technical cooperation will include specific and sustained training and knowledge-transfer activities.
- Development of a Parking Strategy introducing the foundation for a comprehensive best-practice parking management scheme, including PPP options for off-street facilities in particular.
- PPP Structuring for the Ufa River Tunnel/Bridge.
